Introduction – ADP
- The Hon’ble PM Narendra Modi launched Aspirational Districts Programme (ADP) in January 2018 to transform 112 most under developed districts across the country.
- The main contour of the programme is collaboration of centre, state level nodal officer and district level collectors for uplift district level in the various field. The ADP release monthly ranking among all the state.
What is Aspirational Districts Programme?
- With this program, main focus on weakness of the district and immediate improvement, after that improvement is measured by the ranking district on a monthly basis.
- The overall ranking of the district is based on 49 key performance indicators under 6 broad categories.

Role of Government
- The government is committed to raise the living standards of its citizen by “Sabka Saath Sabka Vikas aur Sabka Vishwas”.
- The districts are encouraged to become best district in the state, and subsequently best district of the country.
- The NITI Aayog closely works with district level collector and inline minister for the development of the district.
Aspirational Districts Programme | Chamba – Story of Transformation
The government of India launched Aspirational Districts Programme in 2018 by NITI Aayog to transformer underdeveloped district of the country.
Chamba – District of Himachal Pradesh
- It is a story of Chamba district of the Himachal Pradesh. It is one of the Aspirational districts out of 117 under the project.
- It has huge potential for hydro power.
- The Chamba has constantly performed well after the implementation of Aspirational Districts Programme.
- The Chamba district is 2nd ranked in the health and nutrition program in the March, 2019.
Achievement of Chamba
- 2nd rank in health and nutrition program in the March, 2019
- Best district in basic infrastructure in November, 2020 and overall, second in the October, 2021.
- Himachal Pradesh is first smoke Free State in the country.
Health and Nutrition Programme
- Pradhan Mantri Ujjwala Yojana was launched by the center government to free women from indoor pollution.
- The Himachal Pradesh also started Grihini /suvidha Yojana to benefit as women as possible.
- There is total 19,493 LPG connections in Chamba under the PMUY (as on August 17, 2022), due to this dependence of wood as fuel has reduced.
Chalo Chamba Campaign
- The Chalo Chamba Campaign was launched in 2021 to highlight tourism potential of the district which provides employment for local people.
Minjar Festival
- Minjar is most popular fair in the Chamba, Himachal Pradesh.
- This fair is attended by people all over the country.
- It has recently declared as one of the international fairs of the Himachal Pradesh which provides huge opportunities for employment for local.
Jal Jeevan Mission
- The main aim of the Jal Jeevan Mission is to provide safe and adequate drinking water through individual household tap connections by 2024 to all households in rural India.
- Under this mission, tap water supply is given to Aspirational Districts on main priority.
- Before its launch, the number of households with tap water connections in Chamba was only 20.87%. In February 2022, Chamba had 100% household tap water connections, making it the 100th ‘Har Ghar Jal’ District.

Medical Education
- A sum of Rs 189 Crore was approved for establishment of medical college in Chamba under the centrally sponsored scheme in which Rs.170 Crore released by center government.
Future Project in Chamba
- Solar off Grid power plant of 250-watt capacity each household have been provided to 1,000 BPL household in the remote area and pangi valley in the Chamba
- 100% house hold coverage under the Pradhan Mantri Jan Dhan Yojana.
- The lead bank SBI in Himachal Pradesh has been allocated to Chamba.
- Increased coverage of common service center from 67% to 97% under the Aspirational Districts Programme.
